Vil være is either a wish or a prediction/judgement of a state:
Han vil være chef for firmaet (He wants to be the boss of the firm).
Jeg tror, han vil være en god chef (I think he will be a good boss).
Vil blive is the prediction/judgement of a change or developement:
Vejret vil blive bedre i løbet af eftermiddagen. (The weather will get better in the course of the afternoon)
Du vil blive træt af dine dreadlocks, hvis du får lus. (You'll have enough of your dreadlocks if you´ll have lice)
